Preliminary (craftsmanship) and middle vocational system of Armenia was formed at the beginning of 20th century. At the latest 80th of the same century it has lost its significance because of socio-economic crisis and absence of appropriate legislative and normative instruments.
In 1999 The National Assembly accepted RA Law on «Education» which became the foundation for the preliminary (craftsmanship) and middle vocational education further development.
In 2004, in order to make the content of vocational education relevant to the labour market requirements, GoA approved the «Preliminary (craftsmanship) and Middle Vocational Education and Training Strategy», which has served as a basis for implementation of reforms in the sphere of preliminary and middle vocational education.
In 2005 NA accepted the sphere regulating document, RA Law on «Preliminary (craftmanship) and Middle Vocational Education». RA Law on «Education of Learners Requiring Special Conditions» was accepted the same year which made the involvement of requiring special conditions to the preliminary (craftsmanship) and middle vocational education system possible.
In 2008 GoA approved «Premilinary (crartmanship) and Middle Level Professional Education Development Concept» and «Program of Stabile Development».
First steps were also done in the sphere of social partnership development and in 2009 RA «Social Partnership Concept» was formed within preliminary (craftsmanship) and middle vocational educational system .
